The agenda for East Hampton Town Board's work session for March 5, 2013, being held at Town Hall and aired live on LTV channel 22


CPF protocols

There was a request by the CPF committee to
bring a "new property" to the Town Board for its review.  It
became clear that the Town Board actually reviewed and rejected this property
in 2009 and again in 2011, or thereabouts.  This re-review of the same property
leads to a question of "What is CPF protocols?"  In other words,
if one goes for a request to the ZBA, a decision rendered is final, if one goes
to court a decision rendered is final.  If that is not the process with
the Town what is the process, and how are the properties assesed as against the
needs of the town.  Because if it is simply bringing it to different
boards, each time the board changes its makeup, then is the decision about the
Board or about the property?

YMCA

The YMCA is a facility located on Village
Land, built with private funds, owned by the Town, and operated by the
YMCA.  It provides a multitude of
services to the public, including all the lifeguard training for still water,
and it is partly funded by the Town.  In
addition to being partly funded by the Town, the Town has certain obligations
under the lease for certain costs of maintenance.  The YMCA has certain upkeep needs and there
will be a public discussion of those needs and of the Town’s responsibility for
completion of same.

Ocean Lane - The "Clark" Matter

What happened –and if not what is in
the papers, how are "facts" spread about what happens in
Town.  (While it seems important to allay the rumors about what
people think happened, it is also wasting time.  Instead of
going forward, we are explaining the past.  So the purpose of
the discussion is two fold, first what did happen?  And second, is
there any way to ensure valid communication in the first place?  

Airport Designation

Again, looking at
information that reached the public but only then was sent to the Town
Board.  How is it that information is so haphazard, how does an airport
gets it designation changed (in this case from “local to regional"),
and what is the effect on East Hampton's airport because of this changed
designation?



Lease Defaults

Another look at "what happened"
with a hope towards ensuring we can figure out how to ensure it does not happen
again.  We have leases of Town properties and there seems to be a problem
with collecting revenue in some of them.


Cell Towers

There are discrepancies in the amounts due
and payable on certain cell tower leases with the Town.  A discussion of this issue will be had. 

Prime Soil

The Town's definition of Prime Soil was
taken from the County and State's designation back in the 1970's. 
However, shortly after the Town adopted that definition, the County and State
changed their designation, such that we in Town have soils which are classified
as "prime soil" but which indeed are not "prime soil" as
that term is currently defined in New York State and the County.  This is
important because development of parcels is tied to the type of soil and if
one's property is designated as "prime soil" then one's ability to
use it is different than the ability to use it otherwise.  A constituent,
whose property is classified as prime soil under East Hampton's definition, but
not under the other regulatory authority's definitions, is asking why we have a
different standard.
