On The Agenda for East Hampton Town Board March 12, 2013

The Agenda for East Hampton Town Board's work session to be held Tuesday, March 12 beginning at 10:00 in Montauk at the Firehouse.

Hello Fellow Residents of East Hampton:

 

The Town will hold its second work session of the month in Montauk, as is the usual arrangement for Town Board work sessions.  The meeting is held at the fire house and begins at 10 a.m. with public comment. It will be aired on LTV, but not live, as the cable is not hooked up for that. To find out the times it will show, call LTV at 537-2777, or go online at LTVeh.org to find out.

At any rate, after the public comment section, where any member of the public is welcome to speak about an issue they want to bring to the Board's attention, we have several items which are on the agenda for discussion.

Lake Montauk Watershed Study Report

The Town set up a committee over a year ago to study the Lake.  The committee is to report on their findings which include signage, and how to clean up the lake, and how to make the lake a “pollution free lake

 

Montauk Artist Mass Gathering Permit Request

The Montauk Artists Association has filed a mass gathering permit to permit them to hold their annual memorial Day art show this Memorial Day weekend, May 24th, 25th, and 26th.    The Town will discuss the application in light of prior year’s requests by the Veterans to use a portion of the Green for a Veteran’s memorial service.  The Town has found in the past that the mixed use provides benefits to both celebrations. 

Cyril's Rezoning Request

The Town had a public hearing last Thursday night, March 5th. Cyril's is a business located in a building and on a site which has had a restaurant/retail business since well prior to zoning regulations. In 1984, the land on which Cyril's sits was changed from a business zone to residential zone. Over the years, Cyril's has become a spot which raises both environmental and safety concerns. The town is limited in what it can do about issues like parking because the highway, where people park, is a state road, and the state regulates the parking. In addition, there is nothing in the Town's law that limits the number of people who can physically be on the exterior grounds of a business property. Cyril's has asked the Town to change the zone of its parcel and the one immediately to the west of it (both parcels are surrounded by the Railroad on the north and the highway on the south. Cyril's has the town preserve on its east, and the adjacent parcel has a road on its west). The request is to provide a parking spot for the vehicles and comes with the assurance by the owners that they will put conditions on the property as to the use to which it could be put. In addition, the owners will move the pre-existing uses to the back side of the parcel, thereby moving the center of gravity to the back side of the parcel.

 

Taxi Legislation

The Town has heard from the public about a proposal to amend the taxi legislation.  The legislation was prompted by a review by the police, the town clerk, and the town attorney of adjustments needed after the first year of the new law being in existence.  The new law in part would require that any taxi company would have to have a place of business locally. 

 

Deer Fence Legislation

The Town has proposed legislation to codify deer fence legislation.  Currently, there is no law other than one saying that in order to get a deer fence, one must go to the Architectural Review Board.  The ARB uses a set of guidelines, which guidelines could be codified to save the applicant and the ARB the time of going through the “standard” request.  Of course, the law provides that anyone not able to comply with the “standard” would be able to go to the ARB for review and consideration of their specific request.

 

Capital Budget

The Town Board under Supervisor Wilkinson brought down the debt of the Town, decreased the budget, added capital improvements, and ensured the continued safety of our Town, in particular in working with the new Highway Superintendent, Stephen Lynch, who with Supervisor Wilkinson, is always on the job and doing what needs to be done.  There are ongoing capital budget items and these will be discussed at the Town Board work session.
