EMT'S...advice needed please

EMT's out there...when I see you coming in the ambulance & there is nowhere for me to pull over...say I'm heading towards the light in EHV...inside lane...aren't I supposed to just stop, where I am to try & get you an opening? Just watched AFD have to dive into the right turning lane, then zigzag back across lanes, trying to get a clear path. To me it's common sense...your take?
